The Value of Music

Who or what is the Hub?

The Berkshire Music Hub is a dynamic partnership made up of strategic local, regional and national music organisations and individual professional musicians and artists as well as all schools and Unitary Authorities. National and regional partners 2016-17 include the Royal Philharmonic Orchestra, BBC Singers, BBC Concert Orchestra, Sing Healthy, Royal Northern College of Music, Royal Welsh College of Music and Drama, Bristol Pre-Conservatoire, Royal Birmingham Conservatoire, Ruth Ascher Foundation, Reading Arts, The Purcell School, Handbell Ringers of Great Britain, Beenham Wind Orchestra, Windsor Festival, Charanga, Readipop and Reading Rock Academy as well as individual professional composers, performers and conductors.

Other partners range from charitable trusts such as the Greenham Trust, independent schools such as Eton College, local colleges, military music bands such as the Band of the Household Cavalry, community arts organisations such as Culture Mix and Windsor Festival, small businesses, national providers of music equipment and technology, local and national music retailers e.g. Dawkes, Howarths of London, Hogan Music, Philip Brown Violins, Henry Potter & Co, Bell Percussion plus the University of Reading and local choral groups.

On 18 November 2016, the government announced significant funding for Music Hubs until 2020. Have a read of the detail in their press release.

Berkshire Maestros is the lead organisation of the Berkshire Music Education Hub. Through our passion for music making, creativity, expertise and excellence, we aim to deliver the highest quality musical education to meet the aspirations and needs of every child, young musician, school and music leader in Berkshire. We aim to inspire and empower our young musicians and create life-enhancing, enjoyable and sustainable musical opportunities through providing first access and coherent, progressive pathways and enable our community to achieve their potential, develop and celebrate through music. We will consistently fulfil our promise of ‘Teaching Music, Changing Lives’ through delivering outstanding value, continuous innovation and exceptional quality - we will bring the best to everyone we reach.

Our key goals include...

  • Ensuring that all children have a chance to learn to play a musical instrument during class tuition in their primary schools
  • Ensuring that all young people are able to continue to learn an instrument, to be involved in making music and take part in performances and ensembles
  • Ensuring that all children learn to sing and take part in concerts and shows
  • Enabling full access to musical progression routes right up to KS5
  • Maintaining and growing our network of Area Music Centres and satellite provision
  • Increasing the range of genres of music for young people to be involved in to include digital approaches, rock and pop and world music as determined by need and demand

Our ambitious targets include...

  • All primary schools will be offered the chance to participate in an in2music teaching programme or a creative musical learning programme
  • A strong singing strategy by the end of 2017
  • At least half of primary children will continuing learning an instrument after their initial experience
  • All children will have the chance to play and/or sing in ensembles and performances and will be invited to perform in a large scale event
  • Increasing the number of children who continue their music when they move from primary to secondary school

School Music Education Plan (SMEP)

In addition to the above roles, the Department for Education (DfE) has asked that all music education hubs produce a School Music Education Plan, outlining how each hub and it’s local schools will work together. This was a recommendation from Ofsted in its ‘Music in schools – what hubs must do’ report (see excerpt below), which is being overseen by Arts Council England (who distribute government funding to music hubs on behalf of the DfE). ACE monitors all hub SMEPs and is responsible for ‘quality assuring’ the ongoing work of the hub.

Excerpt from ‘Music in schools: what hubs must do’ – Ofsted, Nov 2013:


Music hubs should each prepare a School Music Education Plan that enables them to:

  • Promote themselves with schools as confident, expert leaders of music education in their areas, not simply as providers of services
  • Expect and secure that all schools engage with them and the National Plan for Music Education
  • Have regular supportive, challenging conversations with each of their schools about the quality of music education for all pupils in that school
  • Support all schools in improving the music education they provide, especially in class lessons, and support them in evaluating it robustly
  • Offer expert training and consultancy to schools, which supports school leaders and staff in understanding what musical learning, and good progress by pupils in music, are like
  • Ensure that their own staff and partners are well trained and ready to do this work
  • Spend a suitable proportion of their staff’s time on working with school leaders strategically, alongside their work in teaching pupils directly
  • Publicise their work effectively to schools and explain how it can contribute to school improvement
  • Facilitate school-to-school support as appropriate
  • Promote high-quality curriculum progression in schools and ensure that hubs’ work in schools is integral to this
  • Robustly evaluate the impact of their own work on pupils’ music education.

Schools should:

  • Make better use of the provision and funding provided through hubs as part of the National Plan for Music Education
  • Expect music hubs to provide them with expert advice and challenge – the challenging conversation – and take action on this
  • Evaluate their musical provision more accurately, especially teaching and the curriculum, and seek training and advice as needed

Arts Council England, supported by the Department for Education, should:

  • Take rapid action to improve the reporting and accountability framework for music hubs, ensuring that it contains evaluation of the quality of the work of the hubs in schools; this should include the evaluative examination of hubs’ work
  • Challenge hubs to achieve the best value from the public money they receive
  • Guide hubs in developing and implementing their school music education plans

Music education organisations should:

  • Support the hubs in developing their work and their school music education plans
  • Help develop better understanding of what works in achieving a better music education for all

Ofsted will:

  • Through its National Lead for Music and, as appropriate, other specialist music inspectors, support and challenge hubs in improving their work in schools, by:
    • Discussing its findings within the music education sector, thus contributing to understanding and the debate with national bodies concerned with music education
    • Visiting a sample of hubs and schools and looking at their work
  • Ensure that all school inspectors are familiar with the findings and recommendations within this report

The Value of Music

Many of us are aware of that the effect of music on personal well-being can be extraordinary. Many people flock to the numerous music festivals that take place across the UK every year, to soak up musical experiences of different styles and genres but many are unaware of the numerous recent studies that have shown that regular engagement with music from a young age leads to intellectual, social and personal development.

Clear links to language development and the development of literacy, numeracy and concentration and listening skills have been recognised and further to this, learning a musical instrument can develop:

  • Self-expression
  • Co-ordination and motor control
  • Concentration, focus and self-discipline
  • Self-confidence and self-esteem
  • Team work and personal responsibility
  • Problem-solving skills
  • New friendships and social skills
  • A career pathway
